Smith (R-NJ)-Oberstar (D-MN)-Hyde (R-IL) amendment to delete the Crowley provision in the State Department authorization bill (H.R. 1950).  The Crowley provision in the committee-passed bill would have allowed the restoration of a U.S. contribution to the UN Population Fund unless the President certified that UNFPA "directly supports or participates" in coercive practices and authorized a contribution of $50 million for UNFPA in FY 2004 and 2005.


A "nay" vote was a vote in favor of U.S. population assistance.
