H.R. 3671, proposed by Rep. Bordallo (D-Guam) is a bill to authorize $6.25 million each year for a program to monitor the environmental quality of the Upper Mississippi River Basin, and to promote Department of the Interior efforts to provide a scientific basis for the management of sediment and nutrient loss in the Upper Mississippi River Basin.

 

A 2/3 majority of those present and voting (274 in this case) was required for passage under suspension of the rules.  The Motion was agreed to by a vote of 289-121. YES IS THE PRO-ENVIRONMENT VOTE.
