    The Credit CARD Act was passed in May 2009, but most of the new consumer protections aren’t scheduled to go into effect until February 22, 2010. The delay is giving big banks a window in which to continue to abuse consumers. We’ve heard from many of you that they’re up to their old tricks and traps, raising rates and charging fees.
